The Kapit Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (KALAHI CIDSS) is the flagship Community Driven Development (CDD) program of the Department of Social Welfare and Development (DSWD). Since its establishment in 2003 and nationwide expansion through the National Community Driven Development Program (KC NCDDP), KALAHI CIDSS has empowered communities by placing citizens at the center of local development. Rather than having projects solely identified by government agencies, the program enables communities to determine their own priorities, participate in decision making, and directly manage the planning, implementation, and monitoring of development projects.

In the Municipality of Dumingag, KALAHI CIDSS became more than an infrastructure program. It became a platform for collaboration between the national government, the Local Government Unit, barangays, community volunteers, civil society organizations, and local stakeholders. Guided by the principles of participation, transparency, accountability, and inclusivity, the program empowered communities to identify their most urgent needs and transform them into sustainable development projects that directly improve the lives of residents.

From 2022 to 2025, Dumingag successfully implemented the National Community Driven Development Program Additional Financing (NCDDP AF) across 20 barangays. Through the combined efforts of DSWD, the Municipal Government, Barangay Local Government Units, and dedicated community volunteers, the municipality completed 43 community identified subprojects with a total investment of PHP 50,977,951. These projects included disaster emergency response facilities, evacuation centers, barangay health stations, farm facilities, corn mills, solar drying pavements, road concreting, footbridges, pathways, slope protection structures, and other community infrastructure that strengthened disaster resilience, agricultural productivity, mobility, and access to essential services.

One of the defining strengths of KALAHI CIDSS is its community driven approach. Every project begins with community consultations and participatory planning, where residents identify local priorities through barangay assemblies. Community volunteers then take an active role in project implementation, financial management, monitoring, and long term maintenance. This process not only delivers infrastructure but also strengthens local leadership, volunteerism, transparency, and community ownership.

Throughout the implementation period, the Municipality of Dumingag demonstrated its commitment by providing counterpart funding, mobilizing municipal offices, and working closely with DSWD, barangays, and partner agencies to ensure the successful completion and sustainability of every project. The program also became an avenue for capacity building through leadership training, disaster preparedness, community planning, and knowledge sharing with other municipalities, reinforcing Dumingag's commitment to participatory governance and inclusive development.

Today, the legacy of KALAHI CIDSS continues beyond the completion of physical infrastructure. It lives on through empowered communities, strengthened local institutions, and a culture of volunteerism where citizens actively participate in shaping the future of their barangays.
