Who is responsible for your data
The Municipal Government of Dumingag is the personal information controller for personal data processed through this website. Different municipal offices may handle a submission when this is necessary to provide the requested service or perform an official function.
This notice applies to the public website, its online forms, newsletter, citizen-reporting service, public municipal assistant, and related website services. A service-specific notice or consent statement may provide additional details at the point of collection.
Personal data we collect
- Information you provide: such as your name, email address, telephone number, message, newsletter email address, service request, or account details.
- Citizen-report information: such as the concern category, description, location, optional coordinates and photographs, and optional contact details. Anonymous reports do not require a reporter name or contact details.
- Technical and security information: such as session information and limited request data needed to operate, secure, troubleshoot, and prevent abuse of the service.
- Cookie information: described in the Cookie Notice, including a one-year visitor-count cookie that contains only a yes/no value.
Why we process personal data
- To receive, route, investigate, and respond to inquiries, citizen reports, requests, and applications.
- To deliver public services and carry out legal and official municipal functions.
- To send newsletters or updates when you choose to subscribe.
- To operate accounts, maintain service records, secure the website, prevent fraud or abuse, and meet audit or legal requirements.
- To improve public information using aggregate statistics that do not identify individual visitors.
Important: Depending on the service, processing may be based on your consent, the municipality's legal obligations, the performance of its public mandate, protection of lawful rights and interests, or another basis permitted by the Data Privacy Act of 2012.
When information is shared
Personal data is available only to authorized municipal personnel and service providers that need it for the stated purpose. It may be shared with another government office or lawful authority when required to deliver a service, comply with law, protect people or public systems, or respond to valid legal process.
Questions submitted to the public municipal assistant, together with limited recent conversation context, may be sent to the configured artificial-intelligence service provider to generate an answer. Do not put confidential, sensitive, or case-specific personal data in an assistant question.
The municipality does not sell personal data. External providers are expected to process data only for authorized purposes and under appropriate safeguards.
Retention and disposal
Records are kept only as long as needed for the service, an official recordkeeping schedule, audit, legal claims, public accountability, or another requirement of law. Retention periods differ by record type and responsible office. When continued retention is no longer authorized, records are securely deleted, destroyed, anonymized, or transferred to an official archive as applicable.
The public visitor counter stores only an aggregate total. It does not store IP addresses or other visitor-level identifiers. The visitor-count cookie expires after one year.
Your rights
Subject to applicable law and lawful limitations, you may ask to be informed about processing, access your personal data, object to certain processing, correct inaccurate data, request erasure or blocking, obtain portable data where applicable, claim damages, or file a complaint.
Use the Data-Subject Request Procedure to make a request. We may verify your identity and authority before disclosing or changing records so that another person's data is not exposed.
Security and notice changes
The municipality uses organizational, physical, and technical safeguards appropriate to the nature of the records. No online service can guarantee absolute security, so please use official channels and avoid sending information that a form does not request.
This notice may be updated when services, providers, or legal requirements change. The date at the top identifies the current website version.
